A: I can't see much from that picture, but I expect there will be a clamp around the seatpost, similar to the ones you get with LED lights (but hopefully not plastic!). The bottom bits will have a couple of screws to go into the rack eyelets above your dropouts. You do have rack eyelets? No? That makes things difficult.
